(14 April 2010) The Business and Professionals Federation of Hong Kong (BPF) welcomed the release by the Government today of proposals for the methods for selecting the Chief Executive (CE) and for forming the Legisatlive Council (Legco).
Constitutional Reform in Hong Kong has to be implemented in accordance with the Basic Law and the principle of gradual and orderly progress and changes to be made in 2012 must conform with the guidance given by the statements made in 2007 by the Standing Committee of the National People’s Congress. The Government proposals are in line with these requirements.
The government’s proposal for a very necessary increase on the number of Legco seats from 60 to 70 is strongly supported. The larger Legco means that there will be more Councillors to manage the heavy burden of working confronting our law makers.
Since five of these increased seats will be directly elected and five will be elected from among elected District Councillors, there will be a greater participation and therefore greater representation of people’s view in the Legco.
We must not lose sight of the possibility of electing the Chief Executive in 2017 by universal suffrage. This is an important step forward in the process of change. The BPF sincerely hopes these proposals will receive the support they deserve so that this major objective of electing the CE by universal suffrage in 2017 can be achieved.
