In 1990, I was glad to see the birth of BPF as a pioneer think tank founded in succession to the Group of 89 members of the Basic Law Consultative and Drafting Committee.

When most people are pessimistic about future prospects for the US and the Global economy, BPF knows that it is time for us to react proactively and positively to the challenges ahead. We, as a pioneer think tank with the dedicated objective of working for the betterment of Hong Kong, advocates public policy reforms and initiatives which will make things better.

Under the leadership of our President and Chairman, and with members’ active participation, BPF’s contribution to the research and shaping of public policy in Hong Kong has greatly expanded in recent years.
The global financial crisis has stiffened the challenges that confront Hong Kong, as we must now work even harder to identify new impetus to sustain economic growth in a sluggish world economy while keeping ahead of intense regional and international competition. At the same time we must address the pressing issue of promoting social equity and keep political reform on track. The BPF is more committed than ever to contribute thoughtful and practical research to help Hong Kong steer the right course through these trying times.
I hope this website will give the user a better sense of the important work of the BPF. You are of course most cordially invited to join the BPF in deliberating and promoting public policy that serves the long term interests of our community.
