In 1990, I was glad to see the birth of BPF as a pioneer think tank founded in succession to the Group of 89 members of the Basic Law Consultative and Drafting Committee.

When most people are pessimistic about future prospects for the US and the Global economy, BPF knows that it is time for us to react proactively and positively to the challenges ahead. We, as a pioneer think tank with the dedicated objective of working for the betterment of Hong Kong, advocates public policy reforms and initiatives which will make things better.

Under the leadership of our President and Chairman, and with members’ active participation, BPF’s contribution to the research and shaping of public policy in Hong Kong has greatly expanded in recent years.

Message from Chairman

We, as a pioneer think tank with the dedicated objective of working for the betterment of Hong Kong, advocates public policy reforms and initiatives which will make things better.
 
We are the Third Force in action.
 
As early as 1993, when the return of Hong Kong to Chinese sovereignty was less than five years away, BPF already sought to examine Hong Kong’s long-term economic role and position in the world through a major research and study. We recommended what must be done for Hong Kong to meet the challenges identified and are pleased to see that a number of key BPF recommendations had been taken up by the Central People’s Government and the HKSAR Government.
 
In subsequent years, BPF has tracked its work closely to the issues of the time; presenting views that are independent, rational and well researched. We possess a strong network that allows us to speak to the right people both in the Chinese Mainland and Hong Kong. Most important of all, we are listened to.
 
Whilst BPF is indebted to all those who have given us valuable input and financial support in the past, we consider it equally important to invite those who share our values to join us now so that we can keep up with the good work.
