In 1990, I was glad to see the birth of BPF as a pioneer think tank founded in succession to the Group of 89 members of the Basic Law Consultative and Drafting Committee.

When most people are pessimistic about future prospects for the US and the Global economy, BPF knows that it is time for us to react proactively and positively to the challenges ahead. We, as a pioneer think tank with the dedicated objective of working for the betterment of Hong Kong, advocates public policy reforms and initiatives which will make things better.

Under the leadership of our President and Chairman, and with members’ active participation, BPF’s contribution to the research and shaping of public policy in Hong Kong has greatly expanded in recent years.

Hong Kong 2020 - the Big Picture has been published

The BPF initiated this project during the trough of the financial crisis, because we saw the severe recession as having long lasting ramifications for our economy and society. Hong Kong must be ready to respond, to take on the immediate challenge of the economic downturn, to identify and act on new opportunities brought forth by a transformed world economy. Hong Kong is at a crossroads and must act decisively.

In our study, five policy areas were identified in which Hong Kong must get it right and to chart the course for progress. The convenors of these five policy areas are:
- Human Capital                            (Convenor: Mr Edward Yuen)
- Infrastructure                            (Convenor: Mr James Blake)
- International                              (Convenor: Mr Victor Apps)
- Hong Kong Mainland Integration   (Convenor: Mr Wilfred Y W Wong)
- Social Issues                              (Convenor: Mr Laurence Ho)

In addition, Financial Services also forms part of the “Hong Kong 2020 – the Big Picture”. The report pointed out the opportunities brought to Hong Kong by the emergence of China as a major economic power, and what Hong Kong should do to grasp these opportunities. The convenor of Financial Services is Mr K C Kwok.
